So Trump has a spare $5M for charity but will deny that charity unless he can force some one to do his bidding.

What a creature such as Trump will never understand is that real charity, the type of charity that honest hard working folk tend to participate is given freely out of a wish to help.

When you attach conditions and strings it is no longer charity it is at best an ego trip at worst an attempt to bully.Only the morally corrupt would use a $5M carrot dangled over the needy to incite hate
